NeverAttach - Disable attach of vice partition
The NeverAttach file, if present in a vice partition directory instructs the fileserver, volserver and salvageserver to ignore the directory as a vice partition.
The NeverAttach file takes precedence over the AlwaysAttach file.
The file's contents, if any, are ignored; an empty (zero-length) file is sufficient.
